I also performed a BIOS update. Still the same: the cores all reach C10
whereas the package only reaches C2 (pc2).

I just tried the latest of the intel drm kernels. Still the same: the
cores all reach C10 whereas the package only reaches C2 (pc2).

I tried the upstream kernel you linked to, but the problem is still the
same.

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.6 kernel[0].
