Thank you for taking your time to report this bug and helping to make Kubuntu better.
But.. this is intentional. We never shipped the debian menu packages (or at least we haven't in a long time) as KDE has it's own application menu that follows the Freedesktop specification for .desktop entries. If newly installed applications that ship a .desktop file don't appear in kickoff, then something might be going wrong with the application cache update there. If that issue persists, please file another bug and name the missing applications so we can investigate the problem further. The reason why I'm marking this bug as Won't Fix though, is that Debian decided to deprecate 'menu' and it will cease to exist in the future, see [1] for more information.
