I was able to access the display settings by reseting the KDE configuration.
1) Remove (don't forget to backup) folders ~/.kde, ~/.local and ~/.config .
Removing all of them is necessary :-(
2) Reboot (log out is not enough)
3) Start the display setting :-)
4) Copy configurations of selected apps
Similar for me in Kubuntu 16.10, plasmashell 5.7.5:
1) Search for "display" in application menu
2) Right click -> add to Favorites
3) Remove from Favorites
4) Broken
Has anybody find a solution?

I'm seeing this one in Fedora with KDE5, so seems to be a general KDE
bug and not just a Kubuntu bug. I see it when I pin the Display
Configuration applet to the Favorites menu as well.

This problem seems common to all modules in this folder, e.g.
kcm_plasmasearch.desktop ("Plasma search"), smb.desktop ("Windows
Shares"), ... They all work
New information -- this only happens when you create a desktop shortcut
to "Display Configuration" and launch from the desktop shortcut.
Launching from the "Type to search" option works fine.
