Before I close this bug as invalid (as I'm unable to reproduce it),
would you be willing to clarify why 16.04 may have some issues? It is
unclear what you meant by that as it was reported for 14.04 and you
stated to have reinstalled 14.04. I can see no other mention of 16.04.

I did try sudo apt-get clean and sudo apt-get autoclean as well. It
didn't resolve the problem. I ended up reinstalling Ubuntu 14.04 LTS
and all is well now. Looks like 16.04 LTS may have some issues.
