Public bug reported:

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System ->
About Ubuntu
Description: Ubuntu 16.04 LTS
Release: 16.04

2) The version of the package you are using, via 'apt-cache policy pkgname' or
by checking in Software Center
unity-control-center:
  Installiert: 15.04.0+16.04.20160413-0ubuntu1
  Installationskandidat: 15.04.0+16.04.20160413-0ubuntu1
  Versionstabelle:
 *** 15.04.0+16.04.20160413-0ubuntu1 500
        500 http://ch.archive.ubuntu.com/ubuntu xenial/main amd64 Packages
        100 /var/lib/dpkg/status

3) What you expected to happen
In the system control panel where user accounts can be managed I'm unable to
define an icon. With the panel unlocked I would expect to be able to chose one
of the preset images or use any other image.

4) What happened instead
I just does not use the images. The default image remains in place.
