jeanjean84, just create a file in /etc/apt/apt.conf.d/ with that line.
PhasedUpdates is an Ubuntu design decision for update-manager. If an
update has no problems, it will be fully phased in about 2 days, which I
think is pretty quick. Therefore, I'll probably close this bug.

Is there a way of opting out? The way mentioned in various places (including
Brian’s Blog):
"One can opt out of the Phased Update process by adding the following to

Exactly the same problem on Ubuntu 16.04:
~$ update-manager --debug
/usr/bin/update-manager:28: PyGIWarning: Gtk was imported without specifying a
version first. Use gi.require_version('Gtk', '3.0') before import to ensure
that the right version gets loaded.

I think this is related to phased updates. I realized the same behavior
today and running "update-manager --debug" on terminal showed the
reason:
DEBUG:AptClient.DebconfProxy:debconf socket:
/tmp/aptdaemon-mv4t9int/debconf.socket
DEBUG:root:debconf.start()
DEBUG:root:debconf.stop()
