I deployed about ten instances on the same cloud with the same user-data
in the meantime, and I didn't run into this any more either. So at this
point we have nothing else useful here, so I'm closing this for now. If
I run into this again, I'll reopen and follow up with new data.

I can't confirm this. I've tried simply using the user-data you provided and
it looks fine on intel (I tried in a container).
Your cloud-init.log shows many runs of cloud-init, possibly some in parallel as
there are NULLs in the log file which seem odd. There is also lots of
unexpected out
Well figured out what it was in my case, just some network issues. It
works now here. Sorry about the extra noise.

I am seeing the same thing but under /var/lib/cloud/data/result.json I
see an error at least and it's resulting in "Exit code: 100" no matter
what package I select.
