Public bug reported:

When you install or reconfigure backuppc in xenial, it says it has
created authentication credentials for you, showing you the password,
but it doesn't actually do it.

It writes this line to this configuration file:

./conf-enabled/backuppc.conf:        AuthUserFile /etc/backuppc/htpasswd

But /etc/backuppc/htpasswd is blank after package configuration has
completed.
