that's not a bug but a design decision, if you disagree you should open
the bug on bugzilla.gnome.org, that's not something ubuntu will change
in a distribution specific way

It isn't a bug because disks aren't supposed to appear in the desktop
folder, just the desktop. (It's an option in gconf-editor
/apps/nautilus/desktop volumes_visible). This is more of a wish.
