Title:
1 - Open System Settings application.
2 - Click on "Mouse & Touchpad"
3 - On the bottom of that page there's a "Ignore touchpad when:" section.
Uncheck the box named "A mouse is connected"
Touchpad should now work alongside a USB mouse.

Confirmed on a laptop. Plugging a USB mouse in stops the Unity8 from
responding to the touchpad.
Also noteworthy:
* The same bug does not occur in Mir demo servers. All devices keep working.
* The same bug does not occur with Apple Magic Trackpad (Bluetooth).
