Just in case anyone needs it, the downloaded file is cached at /var/lib
/update-manager/meta-release-lts, I had and issue that my firewall
blocked the site and the error page was stored here.

As already said in https://bugs.launchpad.net/ubuntu/+bug/1606850 :
i really suggest the release-team chases the bugs before the .1 release
and opens the LTS upgrade on the .1 release.
As you can see here on comment #2 people want to upgrade and the
internet is full of the wrong advice to use
Thank you. If the developers do indeed decide to implement such a
feature, it would be good if some custom message could be shown.
Something like - "We are waiting to squash all the bugs." So if the
expected date passes by and no one has updated the revised ETA date,
people have reassurance that
