The packages have to be installed together - openjdk-9-jdk depends on
openjdk-9-jdk-headless. The problem was supposedly fixed a while ago
(see bug #1550950), but Xenial didn't receive the updated package for
some reason. The current version in Yakkety doesn't have this issue.
