Re-opening; a later set of builds of the same package version regressed
- I suspect that these tests are timing sensitive, and when the builders
are under load, we end up with race conditions - my uploads last night
where done during a quiet period.

Set up a lxd env similarly clean as the usual build env to hack in it.
Building with:
# deps
apt-get build-dep openvswitch
# extra deps recently added
apt-get install python-setuptools python3-setuptools python3-all python3-six
# build as d/rules
tar xzf
It seems it expects those packets twice, but gets them only once
checking packets in hv1/vif1-tx.pcap against 1.expected:
expected 6 packets, only received 3

Reproduced now.
I had 3 on the initial parralel run.

Of those on the rerun only 2214 kept showing up.
