Migration to GTK+3 apparently fixed it. Should be fine in Mint 18.2

In case it may be of interest, the creator of the CopyQ application
(https://github.com/hluk/CopyQ/), one of the applications affected by
this bug, has narrowed the problem down to the use of SVG icons in the
notifications area. Accordingly PNG icons were added in the
application's latest beta and
I don't know if this casts light on a possible cause, but I've just
noticed that both applications in question, CopyQ and Skype, are written
using qt rather than gtk.
On reading the other bug reports, this appears to be a common theme.
