Hmmm... On my SIM card also left internet trafic limit. And maybe when i
connect to wifi, CPU load stops.

I'll look into whether we're doing any unnecessary spinning while
retrieving remote scopes. Unfortunately however, we have seen this
behaviour before but it seemed to be limited to specific HW+SW
configurations (E.g. Bug #1496875).

There is no direct evidence in the log to indicate something spinning.
But it shows that dash.ubuntu.com wasn't responding for much of the
time, as evidenced by the periodic retries. We should check that the
code doesn't do something silly when that happens.
