We know that Unity aims for a simple and consistent desktop experience.

I've also been pleasantly surprised to notice that the launcher can now
be moved to the bottom. I hope Unity is becoming more customizable,
while keeping the experience simple, with good defaults.

I would like to suggest having the the ability to move the panel from
the top, to the bottom, but keeping it by default to the top.

Use cases:

1. Consistency with other DEs that the user must use. For example, at
work I have to use a DE that has the panel at the bottom. When I want to
check the time, my eyes go to the bottom right. When I'm on my personal
laptop and want to check the time, I reflexively check the bottom down
corner of the screen. There's nothing there, and I need to look in the
upper right corner.

2. Large monitors in portrait mode. These monitors place the panel at
the extreme top. It may be more comfortable for the use to look at the
bottom of the monitor than at the top.
