could you try the apostrophe keys in other programs than writer :
gnome-terminal and gedit for example : does this have the same problem ?
if so, could you say what keyboard layout you are using ?

Correction. I now get straight ticks in all programs in both operating
systems except for Word 2007.
I can't explain the change, but I checked other programs before reporting
this as a bug, and every other editor was using proper apostrophes before.
Either Writer somehow managed to affect the
