[SRU] Nova scheduler tries to assign an
I'm not sure how much this is needed in Ubuntu Mitaka. It seems from the
commit message this is triggered mostly by movement of
pci_passthrough_whitelist from the [DEFAULT] section of nova.conf to the
[pci] section in ocata, where it was renamed to passthrough_whitelist.
