Well actually, I just want libssl1.0-dev to redirect to our currently libssl-dev for now. We are on g release and only take CVE patches in. I don't think we want to move to j release. If anything, we want to stick to the same release as in xenial, and maybe do a jump to 1.1 if that transition go
