Additional information: this bug does not affect all the layout
switching options. With "grps:shifts_toggle" it cycles all the way
through as expected.

I am experiencing exactly the same issue as Dagfinn Ilmari Mannsåker.
How can I see my XKB rules? What other information can I provide that
could be helpful?

Yes, using the applet it work correctly. Problem is only does switching
using the keyboard keys.

Some additional information about this bug. If I add any fourth layout,
switching from keyboard work good, but in layout properties applet
function "Add" is disabled.
