My /var/run is on the same partition as everything else on my system.
Still I had to "sudo mkdir /var/run/PolicyKit" to get this running. It
had not been set up by default.
I dist-upgraded from a fresh Gutsy install yesterday evening (23 Feb
08).

[hardy] failed to initialize hal network broke
Steffen's suggestion fixed HAL and about 8 other things that all
depended on the PolicyKit working. I executed the "sudo mkdir
/var/run/PolicyKit" command and then "sudo dpkg --configure -a" to
resolve/finish the upgrade from Gutsy to Hardy Alpha 6. Thanks very
