to test this bug is very easy, just try to add a user name in Japanese, French,
German...
and you will see that this is impossible.
you can only add a user name in the English language.

Usernames in Linux should only be in ASCII for maximum compatibility
with old software so this can not be classified as a bug.

as you know your home folder name is in English letters, if you try to
change the name to something with letters in a different language - the
os want let you
you can find this problem in the installer or on any other system tools
(this is not problem just in Ubuntu os )
it's look like a kernel
do you mean like ñ or using ideograms? as in japanese?
