No, I do not have desktop effects enabled. Unfortunately, scrolling is
just too damn slow, and I'm not enough into eye-candy to suffer it.
I've upgraded to the latest ATI proprietary driver, which they're
calling "7.11" (even though it's later than 8.42.3) and the problem
persists.

I couldn't reproduce this issue under gutsy, do you have desktop effects
activated?, can you reproduce this issue in the "safe mode" X, using the vesa
instead of the proprietary ati driver.
please include your /var/log/Xorg.0.log and /var/log/gdm/:0.log as
separate attachments.
