This is already fixed. Dunno why the changelog didn't worked:

Why 'Replaces'? All we need to do is remove faad lib form .install file, right?
Check following from gutsy changelog.

debian/gstreamer-plugins-bad.install:

The replaces means that both gst-plugins-bad and gst-plugins-bad-
multiverse can have the same file installed.
This is happening because we have moved the faad plugin from -bad-
multiverse to -bad, as the package is now reditributable and is in the
universe repository.
