Looks like this is a dead issue in Ubuntu 8.04 LTS. The help files seem
to have been completely restructured eliminating the sort of links I
complained about.

Yelp parses info pages, this bug isn't to do with the ubuntu-doc xml
files.
Works for me with yelp: 2.21.1-0ubuntu1 and g77-3.4-doc 3.4.6-6ubuntu2
