I can confirm that updating my Ubuntu GNOME 16.04.1 install with -proposed enabled brings in gnome-maps. gnome-maps is also now present in the daily xenial images which are currently built with -proposed enabled:

Hello Jeremy, or anyone else affected, Accepted ubuntu-gnome-meta into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu- gnome-meta/0.58.2 in a few hours, and then in the -proposed repository. Please help us by testing this new package.
