Thank you for taking the time to report this bug and helping to make Ubuntu better. You said the problem reproduces with "PHP 7.0.14 (cli) (built: Jan 17 2017 14:51:10) ( NTS )" but I think this is a mistake? 7.0.13-0ubuntu0.16.04.1 was released to xenial-updates on 2017-01-11 and 7.0.15-0ubuntu0
