I first reproduced the original bug using 7.0.13-0ubuntu0.16.04.1. I

It doesn't look like this is fixed in 7.0.15 to me.
http://php.net/ChangeLog-7.php doesn't list the bug, and suggests that
7.0.15 was released on 19 Jan. The upstream fix was written and
