Public bug reported:

Trying to refresh my core snap on a dragonboard from 717 to 892 on
stable. The download step seemed to hang, and I could find no way to
check on its specific progress (the change doesn't report how much has
been transferred) or to interrupt it and restart.

After a reboot I see a change to refresh 3 snaps including core, and all
fail on download. Then report an error about "ERROR cannot download non-
free snap without purchase" for each snap. (see attached)

Manually started a refresh on a different snap and it similarly hangs.
The network connection appears to be fine, I am ssh'd in, pings work, file 
transfers,...
