Ubuntu 18.04.3 (Bionic) includes popularity-contents version 1.66ubuntu1
which uses HTTPS URL by default.
grep ^SUBMITURLS= /usr/share/popularity-contest/default.conf
SUBMITURLS="https://popcon.ubuntu.com/popcon-submit.cgi";
But it fails to submit data because of bug #1822672 in parsing HTTPS

popcon.ubuntu.com now defaults to HTTPS, with default HTTPS for all GET
functions. However, it appears popcon-upload would require a sizable
rewrite to support HTTPS, as it currently does TCP communication by
hand. Debian bug #880121 is the upstream bug for this, and looks like
