This is a bug in the clipgrab package, which was probably installed from https://launchpad.net/~clipgrab-team/+archive/ubuntu/ppa. I have subscribed the clipgrab team to notify them about this bug. Dear clibgrab packaging team: The clipgrab package really isn't supposed to ship the file
