Public bug reported:

On a lubuntu next install I tried to install offline following this
testcase on an hp laptop that had previously worked with lubuntu and
secure boot.

I expected this install to work with secure boot like it should instead it did 
not install a signed version of grub so no bootloader points to the new install 
meaning the new install cannot immediately be booted into.
