I was able to install the snap aws-cli package on an Ubuntu 24.04 Noble
Numbat AWS instance without a Public IPv4 address which was the issue
that led me to this bug.
$ host assertions.ubuntu.com
assertions.ubuntu.com is an alias for api.snapcraft.io.
api.snapcraft.io has address 185.125.188.58

If Ubuntu is replacing regular packages with snap packages then the fact
that this package is now unavailable to IPv6 only users is a serious
issue to Ubuntu now and not some date in the indeterminate future. They
should reconsider the use of snap packages unless this is resolved.

I ran across this when testing Ubuntu 24.04 Noble Numbat on an AWS
instance without a public IPv4 address.
Ubuntu 24.04 Noble Numbat does not have the awscli package that Ubuntu
22.04 Jammy Jellyfish and earlier versions of Ubuntu had. Ubuntu 24.04
Noble Numbat instead supplies a snap aws-cli pac
