Confirmed the test case after the install of 0.4.6 on a clean zesty
install.
Subsequently upgraded webkit2gtk via my ppa https://launchpad.net
/~ubuntubudgie-dev/+archive/ubuntu/artful-proposed
Reran the test cases again.

Accepted budgie-welcome into zesty-proposed. The package will build now
and be available at https://launchpad.net/ubuntu/+source/budgie-
