I have the same problem. I can set my laptop display to FHD down from 4K to
match my external monitor, but as soon as I click on "scale 100%" button the
apply button disappears and I get

This problem still affects me:
- I got a full HD monitor (1920x1080) connected via HDMI.
- Laptop display with internal resolution 3200x1800.
If I try to change the laptop display to 1600x900 (custom added
resolution btw) to use 100% window scaling on both monitors, I'm
instantly returned to the l
the default session uses gnome-shell with wayland, so could've been a
bug in gnome that got fixed

and/or xserver* 2:1.19.3-1ubuntu7 -> 2:1.19.4-1ubuntu2.

Not quite; with X the screens flicker a couple of times, somehow change
resolution temporarily, but then come back with the original settings.
With the X case (don't remember checking the wayland one), when I start
the resolution modification, I see things like this when starting gnome-
control-ce
The default session uses wayland. You can select X from the login
screen, does it fail the same way?
