Damn! My only excuse is that it has been a very long time since I had to
setup a new machine with new blank profiles (usually I copy my stuff)
... and totally missed the plugin manager... option in the tools menu.
Why the heck is this not integrated in the main settings dialogue, or

Looks like you need to have plugins enabled that have settings in the first
place. Try enabling the tree browser plugin for instance.
