I have this exact issue on the latest update of 18.04. It only started
after a Kernel update.
Has anyone found a fix for this outside of the modprobe?

Updated: It cannot be fixed by disable&enable the touchpad using xinput,
but after using sudo modprobe -r psmouse && sudo modprobe psmouse it
works again.

I still have this problem in latest 18.04.1 LTS.
After sleep i cannot use two fingers to scroll, and i also cannot select words
using two fingers.( When i press down one finger and move another finger, the
cursor cannot move or only move a little)

I couldn't reproduce the issue on an 18.04 live USB. But it has
recently been intermittent for me on 17.10, too. The laptop going to
suspend seems to be a necessary but not sufficient condition for
triggering it.

Since reporting this bug, I had been working around the issue by using
Xorg instead of Wayland. However, this is no longer effective; the bug
is present on both.
