Hello Paul,
I does the update Ubuntu 17.10 and my phpmyadmin wasn't operational.
I reinstalled the phpmyadmin and i saw this problem of dbconfig-common.
I have of project a lot on my Notebook and I don't want format my disk.
If you have a good solution for my problem, I'll be taker.

I have no clue what happened, but your problems starts way before your
issue with dbconfig-common. What did you do? Is your system operational?

hm I saw you are trying to upgrade from Yakkety to Artful. Maybe a
better idea to do a clean up upgrade if you have your /home separated
it's quite forward to achieve.

Can you try sudo apt-get update and so try again to install the package you are
trying?
Also you are using a release that is not supported anymore see here [1]
