Sadly, fixing this in ubuntu is not something trivial at the moment, as
it would imply switching to the gnome-bluetooth side that depends on
gtk4 and so we'd need to bump also g-c-c.
It's probably still possible to backport the relevant bits.

This bug existed yesterday on my Ubuntu 20.04. I probably had suspended
the laptop. A couple of days ago, it was working fine even after
suspending the laptop.
I haven't tried rebooting the laptop. Rebooting might work fine. But I
want a permanent fix. I don't think it's about the driver issue.
