To manage not
For now we already agree on demotion from main - and cleaning up the
seeds would be a prereq for the removal anyway. So I'll prep the former
and discuss the latter sometime this week.

@kirkland: accumulated justifications:
1) no python3 support (not possible? per c#1) -- which implies we'd
remove it eventually anyways
2) no reverse-depends (no consumers)
3) not in Debian, so it's purely technical debt?
I haven't looked to see if there have been many/any bugs over the years,
I'm +1 for demoting to universe. I don't yet see enough justification
for removing it from Ubuntu entirely, though.

tickcount is probably unportable to Python 3
(https://bugs.python.org/issue19199). As far as I know it's only there
for the benefit of Launchpad, and we can manage via a PPA or a
virtualenv, so you shouldn't consider us as blocking its removal. I'll
also look at removing our dependency on it.
