I decided uninstalling save for the web that was installed before more
outside of the package, and reinstalling the whole package.

package, but to remove it. I'm kinda sure that the gimp-lqr-plugin is
from the plugin upstream's page. The real fix is still to remove the
package.

Try to find the plugin you want to install in .rpm then use alien to convert it
to .deb
sudo apt-get install fakeroot
fakeroot alien -d rpm-package-name
the rpm package will convert to debian package and you can install it. Hope
this will help.

hmm - since I fill that raport - I don't know exactly - I wanna make some
*.deb I think but I can't install ...
now is late to aks me to remember - surely the package did not exist ( right
now but it was there) - anyway I use now GIMP 2.5.2. So other problems -
