Did some more digging, found that python3-lib2to3 is part of python3
-stdlib-extensions 3.6.4-2 which is currently in bionic-proposed

The "2to3" files was indeed missing, so I took a look at the changelog
to see if that would shed some light on the issue. See

particularly the lates
