I was having all kinds of problems installing hplip from source.
I upgrade my distribution using sudo do-release-upgrade -d
Now I get this:
apt-cache policy hplip
hplip:
Installed: 3.17.10+repack0-2
Candidate: 3.17.10+repack0-2
Version table:
*** 3.17.10+repack0-2 500
500
Hi Edward,
Please use the below mentioned link to download the latest HPLIP 3.17.11 driver
which has Ubuntu 17.10 support.

Plug the printer in. Do
lsusb
Note the Bus (x) and the Device (y). Find the CUPS URI with
hp-makeuri x:y'
Run
/usr/sbin/lpinfo -m | less
Search for your 8720 and and get the PPD (it begins drv://).
Finally:
lpadmin -p 8720 -v
