Looks like someone synced this recently, so xpra 2.1.3+dfsg-1 will be
part of Ubuntu 18.04. (https://launchpad.net/ubuntu/+source/xpra)

XPRA in Ubuntu Repository is terribly out-of-date
Thanks for reporting.
I see that Debian has packaged xpra 2.1.3+dfsg-1 in their experimental
suite (https://tracker.debian.org/pkg/xpra). After some period of
experimentation, this should move to the unstable repo where it will be
automatically synced to Ubuntu, but I don't know the timeframe
