multiple issues with debian/copyright

This was a huge archaeological endeavor, but I managed to fix all that were
incomplete and a few more cleanups.
I updated licenses as needed, checked copyright and added it, grouped files
that now need new groups and so on.
For some obvious cases I did so with the help of copyright generators,
Actually both packages report 9 hits in lintian.
Well cleaning up both then ...

Thanks for the ping, yes this all makes sense.
I cleaned the source as far as possible to just still allow the build we need
but not yet the copyright files (all refs were there in the base this was
copied and renamed from).
I'll clean up the file in a follow up upload.
