ubuntu-17.10, which is gnome-shell.

Are you using gnome-shell? Yes it is broken on shell. I believe Ubuntu
patches the alt-tab behavior.
This is not a unity bug. In unity you can easily configure which alt-tab
behavior you want with ccsm.

That's not useful, because the switching time is way too slow.
Installing the AlternateTab Gnome extension gives me the behavior I want.
You might consider that a work-around, but I fail to see how this so-common use
case could be so drastically broken.

1) Press Alt+Tab
2) Switch to terminal, but keep holding tab. You will dots beside terminal
3) Then it will spread with only terminals. You can switch with alt-tab or
arrow keys. Don't
