Ok, there were no further discussions on this, so we will go go with the last
suggestion.
It should at least be better than what we have atm.

You are right, I actually meant to go with
server 0.ubuntu.pool.ntp.org iburst
server 1.ubuntu.pool.ntp.org iburst
server 2.ubuntu.pool.ntp.org iburst
server 3.ubuntu.pool.ntp.org iburst
maxsources is only allowed on pools and servers are mostly like "pool
maxsource 1".

or:
pool 0.ubuntu.pool.ntp.org iburst maxsources 1
