I am running 16.04.5 LTS (Xenial Xerus). pgrep version 3.3.10 (from
procps-ng).
I just confirmed that the problem still exists. When stringLength is >=
4063, pgrep does not find the bash process.

Which version did you try?
The ones in Xenial and Bionic seem to be working for me.
