I have had this problem since upgrading to 18.04. I am on a lenovo x260.
I could not solve it so i disabled my touchpad in the BIOS. Recently I
tried to reenable the touchpad and to my surprise it worked again.

On Kubuntu 18.04 beta, if tap-to-click is enabled the same behaviour
occurs: the touchpad appears to be intermittently unable to
differentiate between a single finger tap and a two finger tap when
single finger
hmmm - what if you install gnome-shell (sudo apt install ubuntu-
desktop). Given that budgie uses GNOME components we need to try to
narrow down where the issue is coming from.
I note you are using 32bit - does the issue also occur on the 64bit
Ubuntu ISO / 64bit Ubuntu Budgie ISO?

Please note that this behaviour is not found in the Xubuntu Beta
(installed 2018-04-05) which has the same libinput (libinput-bin &
libinput10) packages as those in Ubuntu Budgie Beta 1 & 2.
