I ran into this and it definitely wasn't due to missing build-deps. The
package built fine, simply could not issue "debuild clean" to remove the
build artifacts. The workaround in
https://bugs.launchpad.net/ubuntu/+source/devscripts/+bug/1764799/comments/3
does work however.
